Section 15.2-2303.2 of the Code of Virginia requires the Virginia Commission on Local Government to survey annually the acceptance of cash proffers by eligible localities. Only localities with populations larger than 3,500 are required to report. The survey is designed to assist the General Assembly in determining the amount of cash proffer revenues and expenditures of local governments and the purposes for which such expenditures were made beginning in FY2000 and for each fiscal year thereafter.
