Kylie Drauker

Kylie is a third generation HVAC Contractor and Owner of DeltaTemp. DeltaTemp specializes in the design, installation and service of Geothermal Heat Pump systems in the Central Virginia Area. DeltaTemp has worked with a wide variety of residential projects including LEED Platinum and EarthCraft certified homes.

 

Kevin Dugan

Kevin is the Head of Communications for Aeroseal, holding the position since 2019. Throughout his career, he has specialized in communications and brand marketing. Aeroseal is a climate tech company using its leak sealing technologies to reduce the world’s carbon emissions by 1 gigaton annually. With a presence in 27 countries and all 50 states across the U.S., our network of dealers have sealed nearly 200,000 projects and saved nearly $2 billion in wasted energy.

 

Amanda Healy

Amanda Healy is one of the Associate Directors in the newly-minted Community Development and Housing Division at DHCD.  The majority of her years of public service have been at DHCD as a Community Development Specialist and a Program Manager, as well as in her current role at DHCD.  She has also worked at nonprofits and other state agencies.  Amanda believes that our actions display our values, and that MORE community engagement improves our outcomes and our lives.

Brett Hall

Brett Hall has been the Dean of Instruction at Virginia Technical Institute in Altavista, VA since May, 2019. Virginia Technical Institute is a post secondary school that hosts evening classes consisting of plumbing, electrical, carpentry, industrial maintenance mechanic, welding, HVAC, marine trades technician, and PLC-Automation. VTI also specializes in workforce development curriculum that can be tailor made to the needs of construction/manufacturing industries. 

 

Charles P. Harrington

Charles is the Executive Director/CEO of the Marion Redevelopment and Housing Authority, Marion VA, and has worked in this capacity for 41 years. Prior to coming to MRHA, he worked as a Mortgage Banker, overseeing  all phases of lending including construction inspections, and packaging loans for Fannie Mae and Freddie Mac. He graduated from the School of Bank Management at the University of Virginia, studied Public Administration at UVA Wise, and  holds a Bachelor's Degree in Emergency Management and Homeland Security. He has served on the Indoor Plumbing Rehab Board which includes Smyth and Bland counties for several years, the Housing Rehab Board for the Town of Marion, and is a member of a new program unique to the area called project BAUD which has been created to help resolve property issues within the Town of Marion.

 

Susan Hill

Susan Hill is the Lead Hazard Reduction (LHR) Program Manager for the Virginia Department of Housing and Community Development.  She earned her Lead Inspector/Risk Assessor license in 2013 and was the inaugural staffer for the LHR program when it began in early 2020.  Her background in energy efficiency, weatherization, and healthy homes rounds out her experience in the housing sector.  Susan is the mother of a 1-year old and a 3-year old and is grateful her work protects other young children from lead-based paint exposure.

 

Bryan Horn

Bryan Horn serves as the director of the Virginia Department of Housing and Community development. He brings years of experience to the administration. He is a skilled attorney whose primary areas of practice were construction law, eminent domain law and general commercial and real estate litigation. While at his firm, Horn led its Construction Law and Eminent Domain Law Practices, and he also was the managing director from 2016-2019.
 
Horn received a bachelor of science degree (with honors) in physics from Roanoke College and a JD and LL.M. from Duke University School of Law. He has been regularly profiled in Virginia Super Lawyers magazine’s “The Top Attorneys in Virginia” and in Virginia Business magazine’s “Legal Elite.”  Horn maintains the highest rating available from the Martindale-Hubbell Law Directory. He has been a speaker and presenter for industry groups, construction law and eminent domain conferences and seminars. 
 
Horn is also actively involved in his community and regularly advocates on issues related to Type 1 diabetes (T1D), also known as juvenile diabetes. Horn is a member of the Virginia Community Board of Directors of the Juvenile Diabetes Research Foundation, as well as a member of the 2016 Class of the Sorensen Institute for Political Leadership at the University of Virginia.  

 

Earl Howerton

Currently, Earl wears many hats – performing all types of services to agencies and localities throughout Virginia.  Earl provides technical assistance for construction projects to units of local government throughout Virginia as a rehab consultant. He works part-time as a construction specialist for the Virginia Community Development Corporation located in Richmond,  VA.  Last but not least, Earl is the founder and Executive Director for the Southside Outreach Group, Inc. - a nonprofit 501(c) 3 organization located in South Boston, Virginia that provides housing assistance to low-to-moderate income persons and families in
Southside Virginia.

 

Phil Hull

Phil is a BPI HEP Quality Control Inspector, BPI HEP Energy Auditor, BPI-certified Building Analyst Professional, Envelope Professional, Heating Professional, Air Conditioning and Heat Pump Professional, and Residential Building Envelope Whole House Air Leakage Control Crew Chief. Phil joined CHP Energy Solutions in 2010. He has a master’s degree in building science from Appalachian State University, and a bachelor’s degree in industrial technology management from Berea College. He co-managed the Piedmont Non-Profit Weatherization Assistance Program and was a contractor for the infrastructure program in North Carolina. He has also performed audits on both residential and light commercial buildings.

 

Janet Sanborn Jonas

Janet Sanborn Jonas is an engineer by degree, an educator by training, and a community development specialist and disaster recovery manager by accident.  A graduate of the University of Maine with degrees in chemical engineering and pulp and paper management, Janet’s first career was in automation and controls implementation and eventually design and project management.  After a stint in education, Janet joined the Pulaski County team and assisted with recovery from the 2011 tornados, later worked as a consultant with other communities across Virginia, and most recently rejoined the Pulaski Team as CARES and ARPA Coordinator and Manager of Soecial Projects.

 

Cheri Miles

Cheri Miles is the program manager for the ARS (Acquire, Renovate, Sell) Program and the NSP (Neighborhood Stabilization Program).  She has worked at DHCD for 13 years. She spent three decades in mortgage lending, banking, non profit,  and public service.  She is 1 part mentor, 1 part manager, 1 part problem solver, 1 part fireman, 1 part real estate entrepreneur, 1 part farmer, and 3 parts cat herder.

 

Louis O'Berry

Louis Berry is the Energy Services and Solutions Administrator for Rappahannock Electric Cooperative. REC is a member-owned electric cooperative providing service to over 170,000 connections in parts of 22 counties in Virginia. Whether they are connecting a renewable energy system, joining 500+ member-owners in community solar or considering purchasing an electric vehicle, REC is committed to providing their member-owners and community with sustainable energy solutions. 

 

Joanne Peerman

Joanne Peerman joined the staff of DHCD in 2001 as a Community Rep.  In 2007 Joanne became a Program Manager for the Community Development Division.  She has over 35 years of experience in the housing and community development field. 

 

Sandra Powell 

Sandra Powell serves as the Sr. Deputy Director of the Virginia Department of Housing and Community Development (DHCD). She joined the agency in October 2021. Sandra is responsible for providing strategic leadership of the Community Development and Housing division which is focused on creating and implementing solutions in partnership with all levels of government, nonprofits, and the private sector to achieve key housing and community development outcomes.

Prior to DHCD, Sandra came to us from Newport News Redevelopment and Housing Authority (NNRHA), where she served as the deputy executive director. Sandra began with NNRHA in 2000 and, during her time there, has held several affordable housing roles and substantially progressive leadership positions, including eight years as the community development director.   

In her role as NNRHA’s deputy executive director, she provided day-to-day leadership of all NNRHA operational activities related to implementing organizational and department goals and strategies. She coordinated various department activities and guided department directors to ensure the authority meets the goals of its leadership and residents and assured regulatory compliance of NNRHA with HUD, as well as state and city regulations.

Some of Sandra’s accomplishments while at NNRHA included her contribution to the success of the $30 million Choice Neighborhood Initiative Grant and the conversion of 296 housing units under HUD’s Rental Assistance Demonstration program.  Sandra’s other focus areas include homeownership, construction and renovation. She and her team collaborated with the planning and implementation of the city’s infrastructure and economic development efforts.

Sandra holds a bachelor’s from Christopher Newport University and a M.P.A from Old Dominion University. She has also achieved her Housing Development Finance Professional Certification.

 

Kenneth Rodgers

Kenneth Rodgers, a Class A licensed contractor, began his career in housing and construction at an early age working for his father who was a general contractor.  He chose to further his knowledge of housing and construction by attending North Carolina State University and Virginia Western Community College.  After receiving his Civil Engineering Technology degree, he was employed by the architecture and engineering firm of Hayes, Seay, Mattern & Mattern, Inc., now part of the AECOM architecture and engineering family. Rodgers went on to own and operate his own construction company working with renovation and new construction projects.  Rodgers now works for SERCAP as the Rural Housing Specialist I. Rodgers is involved in the initial client site inspection, design of the rehabilitation or substantial construction drawings and specifications, and supervision and inspection of construction projects. He has worked on over 30 housing rehabilitations funded by DHCD through the CDBG and IPR programs and has full knowledge and experience with HUD Housing Quality Standards and Virginia Building Codes.

 

Katy Yuan

Katy Yuan is the Training Coordinator at the Jack A. Proctor Virginia Building Code Academy within the Department of Housing and Community Development. Prior to joining DHCD in November 2021, she managed the professional development programs at the Irrigation Association. Katy is also a part-time teacher for the Richmond Chinese School. In her free time, Katy enjoys recreating her grandmother’s Hakka (a subgroup of the Han Chinese) recipes.
