The focus of Virginia’s ARC program is fostering economic development and improving the quality of life for Appalachian citizens. The ARC program may be able to assist with extension of water and sewer to address documented public health concerns or in distressed areas
Self-Help Virginia is a resource for small communities to meet the challenge of creating viable and affordable water and wastewater systems. The program operates within Virginia's Community Development Block Grant (CDBG) program and uses a problem-solving, dollar-saving approach that is outcome oriented. The goal of the program is to utilize neighborhood talent, manpower and creativity to provide water and sewer services in areas where those services are difficult to provide through conventional means.
