The Virginia Department of Housing and Community Development (DHCD) operates programs designed to provide community organizations, local governments, and other organizations the skills to increase their capacity to carry out community development activities.
The Office of Community Capacity Building(OCCB) offers a variety of services, primarily to nonprofit organizations and local governments located in non-entitlement communities throughout Virginia to assist with increasing capacity. The goal of OCCB is to have sustainable organizations that improve the quality of life in the communities.
The Community Development Block Grant Planning Grant Program offers grants to help local governments move forward in planning and developing viable projects that could qualify for future construction funding. Funding and technical assistance are available to help in project development.
